New Guidelines for Liquor Access in
GIFT City
The Gujarat government recently announced updated guidelines
regarding liquor access within the GIFT City campus, emphasizing that permits
for accessing alcohol will now be exclusively granted to individuals aged 21 or
above. This significant change in liquor consumption rules aims to regulate and
manage alcohol consumption within the GIFT City premises effectively.
Age Restriction for Liquor Access
Under the revised guidelines, liquor access permits and
temporary permits for visitors will be provided solely to individuals who have
reached the age of 21. Applicants are required to pay a nominal fee of ₹1,000
per annum to obtain these permits. This alteration holds immense importance,
especially considering the substantial presence of young employees, particularly
in Knowledge Process Outsourcing (KPO) firms within GIFT City.
Permit Duration and Renewals
Liquor access permits will have a validity period of two
years and can be subsequently renewed for another two years. On the other hand,
temporary permits, designed for short-term visitors, will be valid only for a
single day. Adherence to these permit durations is crucial for those seeking
access to alcohol within the designated "wine and dine" zones as
stipulated by the guidelines.
Licensing for Establishments
For hotels, clubs, or restaurants within GIFT City intending
to serve liquor, the process involves approaching the Superintendent of
Prohibition and Excise at Gandhinagar. These establishments must furnish
necessary documentation to obtain the FL3 license, a prerequisite for
dispensing alcohol within the GIFT City premises. Furthermore, maintaining
comprehensive records of liquor stocks and implementing CCTV surveillance
throughout the entire facility is mandatory, with a strict requirement to
retain CCTV footage for a minimum of three months.

Protocol for Unused Liquor
In an effort to regulate alcohol consumption more
effectively, the government has enforced strict guidelines regarding unconsumed
liquor in designated areas. Any remaining alcohol post-service will be
subjected to mandatory disposal. The FL3 license, initially granted for a
duration ranging from one to five years, will necessitate an annual fee of ₹1
lakh along with a security deposit amounting to ₹2 lakh.
Exclusions and Restrictions
Individuals possessing health liquor permits, visitor
permits, or tourist permits will not be granted access to alcohol within GIFT
City, apart from those holding permits specifically designated for this purpose
by the authorized authority. It's important to note that employees, officials,
or visitors associated with GIFT City are eligible for permits to consume
alcohol strictly within the premises. Temporary permits for visitors will only
be issued by authorized personnel within the hosting companies.

Enforcement and Penalties
To ensure compliance with the established guidelines,
stringent measures will be implemented. Individuals found consuming alcohol are
strictly prohibited from operating any motor vehicles. Violations of these
guidelines will result in legal repercussions under the Gujarat Prohibition Act
1949, as stated by the government.
These updated regulations aim to effectively manage and regulate alcohol consumption within GIFT City, aligning with the state's legal framework while catering to the needs of its employees, visitors and establishments.
